Yes exactly. You can change the header picture. Add a picture from dashboard-> appearance-> header -> add new image. You can increase the image size of header as you want by dragging.

We cannot help you creating custom post type template. It needs lots of code customization. For this you need to hire a developer. Before making any changes in the code first of all create a child theme and then customize the code. So that while updating to new version your customized code will not be lost. No there is no any options to display header image only on home page. Either you use it for all page or you don’t use it. You may have used slider image as header image. If you upload only one image in slider then it will be displayed below the menu. You have an options to display slider in home page/ front page only.

overriding responsive.css is not as much easy as overriding style.css. So you need to first unhook the functions and then customize the code. We have replied many times how to unhook functions. You can simply search how to unhook functions. Other simple way is that can simply add your responsive.css code inside custom css. That would be great and no need to make child theme too.
