If we buy your theme bundle for $99. And if we use wordpress.com. What else do we need to start producing web sites?
(beside domains)

Can we actually use wordpress.com, at all with your bundle?

Sorry! WordPress.com is not the same as WordPress.org. You can not install custom themes now our themes in WordPress.com.
