I´m currently using free version of Inc Theme.
I created a menu, in which some menu items link to an anchor on front page and some link to new pages.
On mobile view, when you click anchor items, the menu doesn´t collapse. When you click to new pages it collapse.
I want the menu to collapse in both options.

Can you please provide us your site Url? So that we can see the issue. Also do check deactivating all the plugin one by one it may be the plugin conflict as well.
We found you have customized the menu with some plugins. And Here the issue is, the page should be reload to collapse the menu. As you click/touch on the menu item directed to any new page will reload the page so the menu gets collapsed initially. but the menu item directed to any ID or section of same page wont reload the page so menu doesn’t collapse.
To fix the issue you need to hire a developer to customize the code for you or consult with the owner/developers of the plugin that you are using for the menu.
