To reduce the space for comment section Go to Appearance -> Theme Option -> Design Option Tab -> Custom CSS and paste the following CSS code:

    padding-bottom: 0 !important;
}
.comments-area article {
    margin: 15px 0;
}
.comments-area article header {
    margin-bottom: 15px;
}
#respond {
    margin-top: 20px;
}
#respond form {
    margin: 10px 0;
}
#respond form p {
    margin: 0;
}

Now, Click on Save All Changes Button and Refresh your browser.
