Go to Appearance -> Theme Options -> Design Options Tab -> Custom CSS paste the following CSS code and Click on save all changes button:

@media only screen and (max-width: 767px)

#content h1{
  font-size: 17px;
}

Hope this may help you. Set you font size you want to any px.
