Can't get Homepage to be static

I am trying to have a static homepage with a simple menu and form. I have created a page I like but it doesn’t show as the homepage. When I go to
Choose Front Page Display ->A static Page->Front page->Choose this page

There is no drop down from “Front Page” so I am unable to select anything. Help?
